i have two accumulators,1:6V,10A; 2:3V,7A
Can i join them consequentially and use for arduino power?
Your Arduino may well use a low-dropout regulator (that's what is specified on the parts list for the Uno), so you can probably use just the 6v one. If your Arduino doesn't use a LDO regulator, use an external LDO regulator instead.

i have an h-bridge which connected to arduino,when i connect arduino to usb all working fine,but when i connect accumulators[1)3+6V,15A;2)1.2Vx4, about 10A] nothing happens.i dont understand what the cause of that...
P.S When i had connected 9V Brick Battery,it started work but only for 1-2 min
Sounds like a wiring issue to me, assuming the accumulator is charged. If the circuit works with a 9v battery, it should work with a 9v accumulator connected in the same way. However, your 1.2Vx4 only gives 5v, which isn't really enough to feed the Vin pin to power the Arduino.
