They both have their uses, a lot depends on the impedance level of the source and load. In the arduino world one deals mostly with simple low pass filters for lowering noise for analog inputs or for converting PWM outputs to true analog output voltages.

Not only are there parallel and series but there are other combinations as well, see towards the end of this page:-
The difference is whether you want a short circuit or open circuit (low impedance or high impedance) at the resonant frequency and that depends on the application.
