Can the Arduino be used to interface a 20x4 LCD & 16 X 2 LCD at the same time. I am trying to use the 20x4 LCD as a lap timer tracker & the other for recording the average speed of each 3PI robot.

Yes you can. Just define them as the same data pins but different enable pins. That's how the 40x4 works with its dual HD44780 chips anyway.
