Why I can't create new topics at other section?

Sorry to reply to such an old post, but I cant figure out why I cannot create new topics or post reply in topics like How to finalize arduino project - Development - Arduino Forum .
I think I should be able to see somewhere my user privileges and restrictions. Somewhere accessible from the page where you land after search.
Because that topic is on the old forum which is read only.

Ive searched allover for forum rules but didnt noticed the breadcrumbs. Thanks for the quick reply!
