I had the wrong directory in
C:\Users\russella\Documents\Arduino\hardware
It had a directory named: ProMicro
In there the "boards.txt" file had: "Pro Micro 16MHz/5V"
I replaced that with the directory named: SF32u4_boards-master
In there the "boards.txt" file had: "Pro Micro 5V/16MHz"
