With more -v's, you get additional debugging showing that the programming IS responding:

It looks like you're not getting any response from the MEGA as programmer; you'll have to figure out what is wrong there before you worry about the connection to the 16L.  I'd unplug the 16L completely while debugging ArduinoISP...

i have, i got my arduino uno connected to my pc now, neither get picked up by avrdude
