Arduino Game Project Help Needed

I am interested in making an electronic game device that involves:

  1. Laser Tripwire functionality
  2. Mild Shock capability within gov't guidelines for electric shock toys (there are several available at retail now)
  3. Fog generation comparable to the Zero Blaster Smoke Ring Gun

I am exploring the possibility of hiring someone to take my input and create a prototype. Are there companies or individuals that can offer this type of service? Also, if it helps, I live in New York City.

This would just be a demonstration of the concept, almost an art/technology project. If mass production was in the works down the road then some company in Hong Kong could figure out the details.
