Transistor question

i have a 2N5551

pins

1 Emitter
2 Base
3 Collector

connected as follows

3 +15 v
2 +6v
1 is reading +6 v

i would have expected 1 to read the collector voltage of +15v

Why?

The voltage on the emitter is always 0.7V less than the voltage on the base.

Are there no resistors in this circuit? If not you have just blown it up.

Yes in an NPN transistor. In a PNP it is always 0.7v greater than the base.
