Hello,
it seems I have a similar problem, but in my case the motor always turns full speed, completely ignoring the input on pin 1. Do you think I also have a faulty hbridge?
Edit:
It seems it was my own fault. The bridge had problems with keeping a good connection to the breadboard. And now the second cable of the motor tear 
this is realy not my day
