Reset the counter

I’m totally new to Arduino and code, I would appreciate some help.
This code activates a relay (pin 5) if the flow count reaches 400 milliliters.
If the flow stops before 400 milliliters is reached, what is needed to reset the pulse counter to zero to start over.

I can see a line already in your sketch that resets the pulse count to zero. Just do that again.

Put together a millis() timer and enable it to run during the process. Whenever a pulse is received reset the timer. If the timer reaches preset - because no more pulses - reset the counter. You will have to decide how much time constitutes 'done'.
