How to lower power output on laser diode?

I am looking to see if it is possible to lower the power output of a laser diode from 25 mw to 10mw. If yes, how and how would this method also differ from just adding the diode to a circuit with resistors?

I think the laser diode package usually includes a photodiode that measures the light output so the control circuitry can adjust current to the desired output. Perhaps you should specify which laser diode you are using and what driver circuit you are using.

I am using this particular model from thor labs: Thorlabs - QL7816S-B-L 785 nm, 25 mW, Ø5.6 mm, B Pin Code Laser Diode

Note that seems to be just a raw laser diode with feed back sensor, so cannot be used without a compatible feedback constant current driver/controller circuit, and as such you could design it to run at any power up to it's maximum limit.

So, I would need to build my own driver in this particular case?

Yes

Yes

Or buy one already built.
