IR Hex usage for PROJECTOR-B-GONE

Hi there, I am fairly new to arduino but understand some of it, and was wondering some things for a project that I was planning on making. I wanted to make a device that can use hex codes (hopefully directly, without conversion to binary or whatnot) to blink a 940nm IR led, and therefore controlling the device. I read http://arduino.cc/forum/index.php/topic,19312.0.html, but did not understand how they took the hex codes and converted it into binary's 1's and 0's. Could someone help walk me through that? and I also wanted to know what the sketch might look like afterwards.
