Tack another vote on for RF from me. Everything you described you want to do can be achieved by either RF or powerline. Certainly in some circumstances, the feature trying to be implemented will be easier with RF, and easier with powerline in others, but the list of features you're asking for, as a whole, doesn't lend itself to either option in particular.
