Are there plans to allow content in other languages? I'm a coach a CoderDojo in Belgium, and it seems to be a nice format to write our tutorials in (especially the integration with Arduino Create of course) - but they would be in Dutch.

I can't say for sure, but I'd guess you're welcome to add content in any language to the Project Hub.

Project Hub will accept other languages.

There are not too many languages from other countries there so adding yours is also a benefit to other users of your language.

It may not be the answer you were looking for but its the one I am giving based on either experience, educated guess, google or the fact that you gave nothing to go with in the first place so I used my wonky crystal ball.
