Hello,i am just starting out with Arduino nano and I have questions about ws2812b leds.Can these chips be

programmed individually in a string? Let's say I have an octagon shape with 15 chips in it and I want to lite up one chip at a time of my choice not in any certain order. How would I do this and what would the programming look like? I can't seem to find any info on how this would work (for me to understand how).

Keyword is neopixel.
As far as i know, Adafruit came up with that word and they do some real good explanation and tutorials.

Have a look at "blink without delay".
Did you connect the grounds ?
