Yes.. You can make it to run a speaker. But to make a high watt speaker, you might need extra circuitry (amplifier..). But a small sized ones like a telephone speaker can be controlled.

But to play a big sized mp3 files (say like > 200 Kb), you will need to have a SD card reader shield. If < 200 kb, you can try to make use of the remaining space available in arduino after the boot loader. But that would be a complex task as you might have to convert the mp3 file into hex code. (Some thing that I am not aware of).

Any midsize electronic shop must have this. But I would suggest you to buy it online., may be ebay.in .
