Greetings my name is alex I from Russia. For earlier I apologise for my bad English. I had a problem there are no output ports. I have decided them to expand having applied 74hc595. M it is not necessary to control two registers 74hc595 to receive 16 outputs. I looked examples in http://www.arduino.cc/en/Tutorial/ShiftOut but there there is no example for the control 74hc595 with PC. I will be grateful for any given support.

I am not sure what you mean. The 74hc595 is not controlled by the PC it is controlled by the Arduino. There are examples of this on the page.

The PC connects to the arduino through the USB / serial chip and basically talks to the arduino over a serial port. Any program on the PC needs to talk to the serial port, the arduino talks to the 74HC595 through it's digital input / output pins and then can 'report back' to the PC over the serial port.
