Is the arduino you're using is original(made in Italy) or the board assembly nearby project centre(custom build).I think original will be most probably free from such issues.If it is custom built check whether the soldering is fine and make sure that there is no short between the pins because of soldering.Please don't try to re solder by yourself,if you're not experienced.keenly watch whether there is any short between pins.
IF YOU'RE NOT EXPERIENCED IN SOLDERING,PLEASE DON'T TRY TO RE SOLDER BY YOURSELF. seek other people who is experienced in soldering.
