Well 2.5vdc represents zero current flowing in the primary path, it rises with current flowing in one direction and decreases with current flowing in the opposite direction. So if your primary current path actually flowing any current? and are you measuring AC or DC current? A drawing of your setup might be helpful.

How much current are you passing through it?
