Adustable zoetrope strobe

I'm very new to Arduino UNO (only one basics course). I have a very specific project that requires a "one shot" circuit to take the input from a reed switch (activated by spinning magnets under a disk) to turn a LED light off and on and be adjustable. See attached diagram

Does anyone have a suggestion for a sketch for this?

I am looking for the same. Very new to Arduino. I have tried to alter some example sketches with limited success.
