This may be a extremely stupid question but my electronics knowledge is extremely small my question is ,can i cannibalize old tv remotes and use their IR LED's on arduino?

Yes. Just aiming a IR beam at a TV isn't going to do much, though. The IR beam needs to be switched off and on at the right times. The sequences of on and off form a code that the TV can understand. There are dozens of "languages" that TVs understand.
I was planning on using this library to interface with my mac from arduino using the IR LED's.
