The GPS light keeps blinking and all I see is nothing on the serial monitor.
In that picture, you do not appear to be outside. That IS necessary.
Add a Serial.print() statement to print each character that is read from the GPS. Do you receive anything?
Never mind that. You appear to be trying to talk to the GPS and the PC on the same serial port. Forget it. That doesn't work.
