Is this a case of Visual Motion Perception ?

I was wondering that according to me I think the following video shows the visual motion perception meaning that if the effect moves in the same direction as the whole lighted chunk of strip moves then it appears different as compared to if the effect moves the opposite way, you think this is true?

Yes, when the light move counterclock-wise (right to left) the effect looks different when it moves right to left within the larger display vs left to right.

Yes, I actually mean't that for example you travel in a train and other train passes through you in opposite direction and still another train passes you in the same direction in which the train you are travelling is moving, there is bound to be difference in the visuals of these both passing trains?
