Bypassing PSE To Use POE

I have a desktop TP-Link POE switch, and I hacked an ethernet cord that I would like to power my Arduino boards with, but the ethernet cord does not output any voltage at all, despite being connected to the POE switch.

I am thinking the ethernet cable needs to be linked up to a device in order for the POE switch to allow voltage to pass through the cable since the POE switch looks for ~25K resistance before it will output voltage to a device. If so, is there a way to bypass the signature detection in the POE switch?
