Texas Instruments microcontroller

I'm new here and am considering an Arduino Uno. But I have some microcontrollers lying around from TI. One of them is a SN74HC165N and I'd like to know whether I can use the Arduino and its IDE to program that microcontroller as you can with an ATTiny from Atmel. I saw a video from MAKE about it btw. The reason why is just because te Arduino looks so simple (to put programming on chips) and ofcourse this wonderful community.

What you have is a shift register IC, not a microcontroller. This could be used to add auxillery functionality to a microcontroller, such as additional digital inputs, but by itself is relatively useless.
