Why I can't create a new topic in News board?

It appears in the list below the page the following rights:

You can view Topics in this Board.
You can post replies to Topics in this Board.
You can post towards your Post Count in this Board.

You cannot start new Topics in this Board.
You cannot start Polls in this Board.

Why is this? Is it because I have already created a topic?

I think it's cos it was just used for advertising so they stopped people posting in it.

That is correct. Well apart from the forum mods.

No doubt when the forum gets it's update (soon-ish) things like this will change.
