I have an idea with investors already lined up, where I would like to get Arduinos in the hands of students. I would like to buy them in bulk and I am thinking that the UNO is the best option. I would like to know if there are any licenses that are needed for buying and reselling which would provide them with it at a fraction of the cost. This will be able to have the students of the future learn about coding and machine learning at a young age. Are there any ideas what a fair estimate would be for 5,000 devices.

i really like your idea. However, when it comes to patents, legal stuff and copy rights you should be very careful. Do not ask the forum, ask those people who own the rights of products and patents.
I myself consider Arduino some sort of social contribution to our world.
So those of the people who own the rights to Arduino might say YES to your idea.
But it will be better to check this before you trust in some answers you might get in this forum.
