to try to clarify, do you mean that each time reset you immediately see the 3 flashes, but nothing further in the 15 seconds following this? (This might suggest that there's no blink program on the mini).
Also, are you holding the reset pin high once you've reset? (if you weren't, and an unwanted reset was caused, I think you'd see another 3 flashes, anyway...)
