I don't say this at any point?

Remove ALL the wires
Run the arduino program
Click on File
Click on Examples
Click ArduinoISP
Click Tools
Click Board
Click Arduino UNO
Click Tools
Click Serial Port
Choose the port UNO is connected to
Click the Arrow pointing right
It should upload the sketch to the arduino UNO
Hook up the wires as before (not RESET to 5V on UNO - not needed anymore)
Load Blink Sketch from File - Examples - Basic
Click Tools - Board - attiny24 (8Mhz)  (Please not this will not work if you have burned the 20Mhz bootloader settings before - this obviously sets the chip to need an external Oscillator)
Click Tools
Click Programmer
Click Arduino as ISP
Click File
Click Upload Using Programmer

This is the complete step by step solution

If this fails then you have :
faulty Chip
faulty breadboard
Wires not making proper contact
the chip has been previously used a crystal or has been set to use one at some point.

To check that the Arduino is running the sketch hook up an LED & 300 Ohm (220 to 470 Ohm is OK) between pin 9 and GND
(you can add the same on pins 7 & 8)to show the status.

download a new copy and extract it to a different location (I use c:\arduino\(IDEVERSION)
and re-try that

# 1024 byte boot
atmega1284_slow_isp: HFUSE = DE
# Low power xtal (16MHz) 16KCK/14CK+65ms
atmega1284_slow_isp: LFUSE = FF
# 2.7V brownout
atmega1284_slow_isp: EFUSE = FD
atmega1284_slow_isp: isp


And the line

Change the -DBAUS_RATE=

OPEN Arduino as ISP
Upload it to the UNO
Tools - Programmer - Arduino as ISP
Tools - Board - ATTINY24 (8Mhz)
Tools - Programmer - Burn Bootloader
Open Test sketch for ATTINY24
Press CTRL+SHIFT+U


Thats what I do (But on an attiny85 as I don't have a 24 to hand)

Goto a matlab forum, they may be able to help - don't be surprised if this gets deleted either - it's not an arduino issue.

Hookup the cables to program the bootloader again, and click tools - select programmer as arduino as ISP & then tools - burn bootloader

try a 4k-10k resistor from pin 4 to +5v

Why not download and unzip 1.0.5 and try that - make sure your arduino is connected direct to your PC and not through a hub.
