Youre only pushing one byte in, so next loop it is pushed through to the next register

Hi James,   have you got the serial out from the first 595 going to the serial in of the second?     (the clock and latch lines are paralleled to all the chips.)

And after you take the latch low you must send enought data - 2 bytes, to fill both shift registers , before taking the latch pins high again.

( The first 8 bits will go right through the first register and out the far end to fill the second )

Only when you have filled all the registers do you want to latch the data to the outputs by taking the latch high again.

( and ignore the capacitor shown on the latch pin on the tutorial, it should not be there )

People can't swim with Tuna, they are too fast, so we dont bond with them ?

Many people in India revere cows,  we eat them , many people eat dogs in the Far East, we find it disgusting.

If they raced sheep at Ascot, would we not have lamb on our menus?

I love garlic snails, and while not bonding with them, my grandaughter finds it disgusting :-)    ( perhaps its the garlic breath she finds disgusting come to think of it ! )

Other vegatarians reckon we were never meant to eat meat, yet we have an omnivores teeth and can digest any meat with our single stomach.

Look at the queues at the meat counter at the supermarket, with all the people hunting and gathering.

Don't tell me its not right to eat meat from animals that have been raised for just that purpose ( as opposed to pets or working animals ) when you drink milk, and eat eggs :-)

The only caps that should be on the board, are a 0.1mFd  ( 100nF ) across the vcc and ground pins of the chip, with prefrably a 10 mFD electrolytic across that.

There should be no cap on the latch pin ( we have been trying to get that removed in the tutorial )

Make sure your grounds are connected propertly between the 595 and the Arduino ground.
