Greetings, all.

I can't upload Blink or anything to my brand new Arduino Uno using my Macbook running OSX High Sierra (10.13.6).

Under "tools", board is selected as "Arduino/Genuino Uno" and port is "dev/cu.usbserial-RCBB_3V2BBR".

I've already tried everything under the troubleshooting guide in "http://www.arduino.cc/en/Guide/Troubleshooting#upload", including several reboots and three different USB cables.

Here's the error message I'm getting:

Same issue with Win7. I have many Arduino. This seems to randomly happen to them and I can not fix it. I get this and a few other error messages depending on the arduino and how many times I try to upload. I hope there is a solution.

resp=0x00 indicates you have something that looks like a serial port, but as far as the computer can tell, nothing is connected to it, ie, the arduino is not responding.

Do you get the triple-blink from the LED on the arduino when you try to upload? You should, since the board should be resetting the arduino, and the bootloader will then blink the LED to tell you that the bootloader is running.
