Man, that's a steal.  The cockpits for off-shore drilling rigs run on the plus side of a million.  And they have to be much less difficult to operate than that robot monstrousity.

The following are the Capabilities out of what you wanted in the RoBoT in $5,000 that i can give to you:
(Please also read statements written within the Bracket's below)

Chassis

The robot will have Max speed 20km/h
The robot must work from -40 to 70°C
The robot must have high torque
The robot must work during 16 hours none stop
The robot must have 6 wheels(No stair case climbing)
The robot must resist to shock and vibration
The wheels must have suspension(depending on need)

Camera

Nigh vision
720p Resolution
360° vision, Zoom Wide vision
High resolution camera
Retractable camera like rovio robot(can provide but depends over design)
Telescopic camera(can provide but depends over design)
The system must record 1 month of continuous camera record(can provide depending on feasibility and camera resolution, 1 month of vid record definitely possible in less resolution camera)

Fire

The robot must be able to detect fire and to use embedded
extinguisher for extinguish the fire.
The extinguisher muse have 2 liter of capacity and must be removable(cannot guarantee the 2 ltr capacity but can give this feature, also depends over what design of the robot we have like bipedial or definitely only wheels)

Detection

The robot will be able to detect door opened, fire,man
walking , provided necessary sensors are installed that will let the robot know.

Displacement

The robot must be able to obstacle avoidance.
The user can configure manually patrol rout for the robot.
The robot must be able to patrol with man
In outdoor the robot must be able to detect car and to take picture of
licence plate
The user must be able to configure working time, days for the robot
The robot must have response time less than one second.

Alarm and flash light

The robot must have 110 decibel alarm
The robot must have powerful flash light
The user can configure the alarm tripping

Power supply

The user must be able to configure charging delay and time.
The robot will recharge himself in autonomous

The robot can send by GSM, Email notifications

Thanks! Mr.Rob , i think this will come in handy in the future that guy is there but he's strictly confined to that 5K limit and not beyond this.

Seems a lot of it could be done


Detecting intrusion through walls, you could just have the robot communicate with a security system, when a breach is detected, robot goes into alert mode, and if something tries to get near it, it backs away (why not just give the robot armor plating?)

@Valvax you are saying correct things but here the money wasn't good at all the guy thought to have all in one go, now thats something not worth it given the labour and other things i gave him a lot of functions that could be possible in 5K but he said "thats not good for me" then i just chuck it.

Give him a taste of what real R&D costs...

Five thousand to review the requirements.   Not build anything, just review and advise that it is not possible.  MANY businesses pay FAR more for a simple feasibility review.
