Well actually I suggested using them to manualy adjust flow and thus pressure... but yeah you are right you could attach a servo to a ball valve

if a ball valve requires too much force to open/close just remove the handle, attach an electric screwdriver or drill to the stem - after a few seconds of spinning it should operate very smootly with little force required

If you want to regulate the water flow to several outputs independently, then you should use a separate pump for each output. You can PWM the pumps to adjust the flow. See e.g. http://www.ebay.co.uk/sch/i.html?_nkw=12v+water+pump for some inexpensive pumps, but check whether they are capable of the flow rates you are looking for.
