When the output of bridge rectifier is filtered through inductor filter,capacitor filter,lc filter or any other filter there will still be small voltage fluctuation.Can this voltage fluctuation be regarded as electrical noise?Will such type of fluctuation still prove to benefical in any circuit

No it would be more properly called 'ripple voltage', and will normally increase with increasing current demand from the rectifier/filter stage. Different kinds of filtering circuits will have better or worst performance is this regard, bigger main filter capacitors have the biggest effect. As far as being beneficial, I would say no, however it really depends on what is being powered from the DC supply as many kinds of loads don't care how many millivolts of ripple is on the DC voltage line. Also if you are following the rectifier/filter assembly with a voltage regulator(s) then any negative effects of the ripple go away.
