Bigger Bigger Smaller Smaller Reset Reset

I am not able to install the arduino software (1.0.1) on my windows xp (sp3) dell laptop and see anyselections in the pulldown menus (File, Edit, Sketch, Tools, Help).  THere is a blank white space where the selections should be.
I have tried the install twice.
I followed the same procedure on my new laptop (win7) and there are no problems. I want to use the old latop.
Any suggestions?

Thanks for your reply.  I forgot to mention that I installed a fresh java to try to help with the problem at the time. The version info is:
java version "1.7.0_06"
Java(TM) SE Runtime Environment (build 1.7.0_06-b24)
Java HotSpot(TM) Client VM (build 23.2-b09, mixed mode, sharing)

Thanks for your help...

What is the "install procedure"?

May I suggest this install: http://arduino.cc/forum/index.php/topic,118440.0.html ?
