Two questions (I'll break them into separate posts in needed).

At boot the arduino pulls a list of "allowed" RFID codes from a webserver and stores those in memory (I don't care to write them to eeprom).  Once booted it waits for input from the RFID reader via serial and checks the scanned RFID code against the list of allowed codes performing an action once an "allowed" card is swiped.

Scanning for a single RFID card is easy enough, I need to be able to check against at least 20+ codes.


What have you come up with? Nothing about the project seems difficult. There are examples provided with the IDE that cover most of it.
The art of getting good answers lies in asking good questions.
