You need to explain the circuit you have in mind and what you mean by charge-time precisely... If charge and discharge paths are just the same resistor then the charge and discharge time constants are the same, and the same exponential curves for voltage apply.  It there's active or non-linear components (diodes for instance) then there could different behaviour for charge and discharge.

Only if the charge/discharge resistances are the same, and you're working within the specs of the capacitor, and....
