Try this...
• Open Explorer (the thing used to browse the harddrive)
• Navigate to your Roaming folder. On my computer, the following "address" works...
%APPDATA%
• From there, navigate into the Arduino folder. The full path is probably something like this...
C:\Users\{YourUserName}\AppData\Roaming\Arduino
• Rename the preferences.txt file
• Try to run Arduino 1.0.2

In (roaming), i dont find (arduino). Bummer. The problem must be something else. (Or the preferences.txt file is somewhere else on your computers.) You tell me to rename (preferences txt) I dont understunt this. I vaguely recall that newer Arduino versions sometimes won't start because of a problem with an older preferences.txt file. If that's the problem you are facing, renaming the file will allow the newer version to run.

Now the file (arduino 1.0.2) is on desktop If you moved the file, then it will not work. The arduino.exe file needs to be in the directory it was installed in. If you want an icon on the desktop, you must create a shortcut and move it to your desktop.

There isn't really an "install" last I checked. You unzip it into a local directory, and it is installed. I just installed v1.0.2 on my Windows XP box just now, and it downloaded, unzipped, and ran fine.
What version of Windows are you using? I hear Windows 8 has a security function that you must set to run executable programs downloaded from the internet.
