I set it up like here

I used resistors, he didn't however I tried without the resistors and the same effect happens

I made sure that the matrix was in the right way and it still shows random leds on the matrix.
I can't even control them via potentiometer.
What could it be?

hi, I havent looked at your links, but The problems I have had with LED Matrix have generally been due to different pin outs. Do you have the datasheet for your exact matrix ? If not, find it and check where the rows and columns are, there is no standard so you cannot assume yours will match someone esles circuit with a different make or model matrix.
