Does anyone know if version 1.0.3 of Arduino is going to have a more recent toolchain (like avr-gcc 4.7.0 and avr-libc 1.8.0)?

My guess is it would be very unlikely. Upgrading avr-gcc to a more recent version has been a very low (non-existant, in fact) priority in the past. I can't see what would have changed.
