WAIT, did you test it first? Just because I don't see anything wrong with it, does not mean there is nothing wrong. You always need to test and re-test first, before you make a board.

I'd be e bit worried about the current-sourcing ability of the '595s, they really aren't designed to drive LED statically and if you're multiplexing you need more current than usual. IIRC they can source maybe 6-7mA, check it out.

You may find the LEDs won't be bright enough.

For sinking the rows, it's sourcing the columns I'm on about.

You know there are single chips that do this and more, for example the AS1130.
