Does anyone know of a library that can read a quadrature encoder and can calculate speed, acceleration, declaration, position etc
Searched the net by found nothing yet

There are libraries that provide position information.  The other information that you want could be derived from that over a time period or periods.  http://playground.arduino.cc/Main/RotaryEncoders
