I recently came across this open source hardware tool and community http://www.upverter.com. Does anyone here know of and/or have experience with this site/tool? Any comments on using it, for example, to replace a CAD / EDA tool like Eagle?

Except for projects I have already started in EAGLE, I have moved all of my work over to Upverter.  The schematic capture is full featured and straight forward.  The editor to add parts and PCB footprints is braindead-simple to use.
