I think I have done what all the startup sites suggest.  I used the startup program:

int val = 0;
int ledPin = 13;
void setup()
{
  Serial.begin(9600);
}

void loop()
{
  val = Serial.read();
  if (-1 != val) {
   if ('A' == val || 'a' == val) {
     Serial.println("Hello from Arduino!");
   }else if ('B' == val || 'b' == val) {
      digitalWrite(ledPin, HIGH);
      delay(500);
      digitalWrite(ledPin, LOW);
    }
  }
}

I loaded the Arduino from the pc with the TX and RX wires to the APC disconnected.  Then disconnected the PC from the Arduino and started it with battery.  I changed the pc from the original COM5 to the pc side APC, COM6.  No communication either TX or RX.  The program works because I can run it without the APC, just though the direct pc to Arduino board.  I tested both modules on the pc using rc magic.
