I was wondering if the output from a sound card had any negative voltage or is it only positive. Googled it but the results were not that clear.

Output of the sound cards is essentially  AC voltage, meaning Negative and Positive. http://en.wikipedia.org/wiki/AC_voltage
 To interface signal to arduino's analog input, you'd need 2 resistors and a cap:
