I have been trying to set the lock bits based on the values(0xcf) given in the bootloader section http://arduino.cc/en/Hacking/Bootloader and was not unable to set it for a long time.

Today I was checking with kim and he replied asking me to write 0x0f for the lock bit and it works.

So can someone check if the actual value(0xcf) given in the bootloader page is incorrect or a typo or am i missing something?  :-[

it is
atmega8.bootloader.lock_bits=0x0F

0xCF is the wrong lock bit for the mega8... so this is wrong on the page that you linked... someone should change this I guess...
