I think it would best to put all #defines from all sketches to the beginning of the processed file. Because as it is now, first file must be after the second if I want to use #defines defined in second file in first file.

That would be smart, but you could do that yourself.  Cut+paste...
The #defines are probably in one chunk at the beginning of the second sketch, just cut and paste that whole chunk.
