I am in the process of building a parallel programmer and I have a pretty simple question.  I only have a 430 ohm resistor available, can I use it instead of the 470 ohm one or will that be a problem?

You should be fine.  I didn't have any resistors at the correct values, they were all undervalued by similar amounts and nothing burned up.
