Hello

In the manual for the mini it says " If you leave the reset pin unconnected, the Arduino Mini will reset randomly"

What does this actually mean in practice?

My mini switches a light on/off every second, will I notice these resets?

(I would rather leave the reset pin free, I have a cable from it coming out of the box and I need it to do manual resets when I upload sketches. I would rather not hardwire it to 5v+ unless absolutely nescessary.)

For these kind of things, I go to the 168/328 datasheet ( http://www.atmel.com/dyn/resources/prod_documents/doc8025.pdf ) and consult the Duemilanove schematic ( http://arduino.cc/en/uploads/Main/arduino-duemilanove-schematic.pdf ). The datasheet tells you why, and the Duemilanove schematic shows you what you probably want.

Anyhoo, use a 10K pull-up resistor to make sure the Mini doesn't reset accidentally.

I'd say try it without the pull-up resistor.  If you notice flakey behavior with it resetting, then add it in.  Experiment smiley-grin
