Bigger Bigger Smaller Smaller Reset Reset

total noob here smiley

I followed the trouble shooting guide to the best of my ability.  I have nothing plugged into my uno (sans usb cable smiley)  I have tried many combo's of "plug in usb", "rest arduino", "click upload button" with various timings, and it just won't fly.

Green led: on
orange led: flashing
pin 13 led: flashing
tools > board : uno
tools > com : 3 (only available)
driver:  says I have best version

Any help so appreciated, its not even funny smiley

Either this happens:

Bigger Bigger Smaller Smaller Reset Reset

Close the Arduino IDE
Unplug the board
Restart the Arduino IDE
Is COM3 still available?

No.

Also, I tried running from cmdline so that I could try a lower baud rate.  Also tried plugging usb directly into machine (instead of usb hub).

At this point, you should try a "loop back" test.  A search of this forum will hopefully produce the steps.
